KEVIN Rudd will accuse Opposition Leader Tony Abbott of lazy, negative politics as he attempts to taker over the agenda in a one-sided economic debate today.

The Prime Minister's speech to the National Press Club will confirm Labor believes Mr Abbott - whose personal ratings have significantly trailed Mr Rudd's - is vulnerable to attack.

Mr Abbott had been invited to debate the Prime Minister today but declined, so Mr Rudd will proceed anyway with his accusations against the man he calls Captain Negative.

He will depict the Opposition as competent only in negative comments and warn he could be talking down the national economy - claiming it is falling apart - for political purposes.

"Mr Abbott is a formidable politician – formidable in the art of negative politics," Mr Rudd is set to say.

"But a 100 per cent diet of negative politics is a lazy substitute for the hard work that is needed to develop, argue and implement policies that will change Australia for the better.

"That is why Mr Abbott has so far publicly stated that he does not want to face the public scrutiny of an economic policy debate here at the National Press Club of Australia."

Mr Rudd will argue Labor has an unapologetically positive view of the economy, aware of its formidable strengths and its weaknesses, which he will say are few and manageable.

"For these reasons, I object to anybody in our national political debate talking Australia down," Mr Rudd will say in his speech.

"Of course there are things we need to improve. And the process of reform is never ending.

"That is different to a daily diatribe of negative politics whose single objective is to cause the Australian people to feel that our country is on the verge of falling apart – if not now, then certainly by next Thursday afternoon."

The Prime Minister will argue Australia is recognised globally as "one of the strongest economies, most stable of societies and a nation underpinned by a robust national security".

He will pledge a positive response to the decline in economic growth as investment in giant mining projects drops off.

"The easiest thing to do in our national political life is to craft a negative soundbite rather than answering the core question of what would you would actually do differently? How much your policies would cost? And would they actually work?," Mr Rudd will say.

"These are the hard decisions of government. Simply playing captain negative represents the easy politics of opposition."

The Opposition Leader has demanded Mr Rudd use the speech to name the election date "to immediately end the uncertainty".

"The housing industry in particular tends to go into a state of suspended animation whenever an election is in the offing," Mr Abbott said yesterday.

"Basically there has been little new activity all year because of the election in the offing. "Now, we don't even know when the date is. I say to Mr Rudd don't be scared of the people, end the uncertainty, name the date, make it sooner rather than later, let's get on with it so we can resolve the uncertainty and the deadlock in Canberra and then get on with the business of investing and employing and building prosperity."
