RUNNERS of the world, unite!

For the first time ever, North Korea is opening up the streets of its capital to runner-tourists for the annual Pyongyang marathon, undoubtedly one of the most exotic feathers in any runner's cap.

Tourism companies say they are getting inundated by requests to sign up for the April 13 event, which this year will include amateur runners from around the world. The race includes a full marathon — with a handful of world-class, invitation-only athletes — a half marathon and a 10-kilometre run.

The opening of the race to recreational runners is in keeping with the North's ongoing, but sometimes sporadic, effort to earn cash revenue by boosting tourism, usually with well-orchestrated group tours to major arts performances or attractions the North wants to show off.

Earlier this year, North Korea's government announced a plan to create special trade and tourism zones across the country and unveiled its first luxury ski resort, aimed largely at luring ski enthusiasts from abroad. Under the watch of young leader Kim Jong-un, the North has also been giving sports in general a higher profile. Simple recreational sports facilities, such as outdoor basketball courts and roller skating rinks, have been popping up lately in Pyongyang and some other cities.

Much of North Korea remains off-limits to foreigners, but Pyongyang, with its broad avenues and ubiquitous monuments, is a showcase city and more accessible than other places in the secretive and isolated country.

"I think a lot of the attraction is the 'Pyongyang' part rather than the 'marathon' part," said Simon Cockerell, a Beijing-based agent for the Koryo Tours travel agency.

"A lot of the people going along to take part are interested in simply doing something a bit unusual, something that would cause a bit of cognitive dissonance in friends of theirs when they tell them they ran a marathon in North Korea."

Known officially as the Mangyongdae Prize International Marathon, the race is sanctioned as a bronze label event by the International Association of Athletics Federations and has been held annually for 27 years.

The generally flat, full-marathon course entails four loops around the centre of the city of 2.5 million.

The race starts at the 70,000-seat Kim Il Sung Stadium and moves on past the Monument to Chinese Soldiers to the Kim Il Sung University area. After that, the runners cross a bridge over the Taedong River to the east side of the city and wind their way along the river bank to the stadium.

Spectators back in the stadium will be treated to soccer games, volleyball and martial arts exhibitions while they wait for the runners to return.

Mr Cockerell said nearly 200 foreigners have signed up for the event, which coincides with commemorations of the April 15 birthday of North Korea's first leader, Kim Il Sung. That is an unusually large number, though the North's famous mass games are also often a big draw.

As a practical matter, aspiring runners had to apply through agencies familiar with the North Korean bureaucracy in order to get the proper visas. Mr Cockerell said most are joining packaged group tours to see the sights while they are in Pyongyang.

In the past, the main race has been restricted to a select group of elite runners. Recreational jogging isn't a part of ordinary North Korean life, but past events have included races for local students and junior runners.

Though many national teams are reluctant to come to North Korea for political reasons, times in the elite part of the race have been up to the international standards. Last year's marathon was won by Ethiopia's Ketema Nigusse in 2:13:04. North Korea's own Kim Mi Gyong won the women's title for the second straight year, with a personal best of 2:26:32.

What's new this year is the decision to open up the marathon, half-marathon and 10-kilometre courses to recreational runners of any nationality. The only requirement for marathon runners is that they finish in four hours; those who don't will be escorted back to the stadium. In 1995, South Korean runners were allowed to participate in a road race in the North, but that was a one-off, Koreans only event. Because of South Korea's travel restrictions to the North, participation from south of the border this time was unlikely.

"The marathon has traditionally been open only to professional runners with 2:27 male and 2:38 female cut-off times, making it impossible for even the best recreational runner to participate," said Andrea Uri, head of Uri Tours, an American company offering tours to North Korea. It is bringing 20 runners, most of them American.

"Generally, the country has become more friendly for tourism," she said. "This change in policy is in line with what we've seen to be the tourism administration's willingness to explore different tour programs and other avenues to attract tourism."

Mr Cockerell warned against reading too much into the North's decision to ease its restrictions. It was unclear whether the same rules would apply next year.

"Maybe (it's) just because they wanted more people in the marathon," he said. "Maybe the powers that be didn't expect there to be so many runners entering."

Bratty teen wins uni scholarship

IT TURNS out she didn't need her parents' money after all.

The bratty US teen who sued her mum and dad for child support and college money is bragging about the hefty scholarship she won from a university.

Rachel Canning, who dropped the ludicrous lawsuit against her folks last month, revealed the windfall on her Facebook page this week, The Star-Ledger reported.

"Decision made," Canning wrote on March 30. "WNE U class of 2018 BME Major w/ 56,000$ scholarship."

Western New England University, the school Canning said she is attending, is located in Springfield, Massachusetts.

The school's tuition is about $US46,000 ($49,700) per year, including room and board, the paper said.

This would leave the former New Jersey high school student with nearly $US10,000 of spending money before she needs to hit up her parents.

The 18-year-old Ms Canning filed a lawsuit for child support and college costs against her parents, Sean and Elizabeth Canning, on February 24.

During the tense proceedings, Rachel moved in with the family of her best friend, Jaime Inglesino.

Ms Canning complained in court papers that her mum called her "fat" and "porky," and that as a ­result, she had developed an eating disorder.

Her parents claimed that she was drinking heavily with a boyfriend and cutting classes. They also said the ­Inglesino family let their daughter and her friends throw wild ragers.

Twins sat dead in chairs three years

THEY were born together and in all likelihood died together.

Identical twins Andrew and Anthony Johnson, 63, are thought to have died in early 2011 in their home in Chattanooga, Tennessee.

Their badly decomposed bodies were found in recliner chairs in the lounge of their home, reported WRCB.

The date of their death has been released based on the time stamp found on a receipt near used cans of Coca-Cola.

The discovery on Sunday (AEDT) has shocked neighbours who didn't think anything was wrong because the grass at their property was regularly cut and the mailbox wasn't overflowing.

Police went to the house Johnson's sister in August 2011 as it appeared the home was empty.

A letter from the post office was found in the mailbox stating that they believed the residence to be vacant and to cease delivery of mail to the address.

At that time, family members indicated that they would not have been surprised if the twin brothers had moved without telling anyone.

The twins were known to live a hermit lifestyle and did not communicate regularly either with family or anyone else, WRCB reported.

On Sunday family members called police after finding a key to the residence. Officers were given the key and found Andrew and Anthony Johnson's skeletal remains on recliner chairs.

Chattanooga Police are still awaiting the results of the toxicology reports to determine the cause of death. There were no signs of foul play or any indications that would lead police to believe that their deaths are a homicide.

The twins' family has declined to comment.

NRL more dangerous than UFC

AUSTRALIAN UFC fighter Kyle Noke has urged critics of his sport to look closer at their own football codes — adamant an NRL field remains more dangerous than his steel cage.

Noke, 34, argues that when it comes to the concussion furore, the planet's largest Mixed Martial Arts company is well ahead of rugby league, rugby union and Australian Rules.

Preparing to headline a UFC card in Canada on April 16, the Dubbo welterweight told News Limited: "In terms of head trauma, the UFC is safer than the NRL.

"That's not me trying to bag rugby league — I love the sport. But if you receive a head knock in the UFC, you're out for eight weeks, sometimes three months.

"And, yes, I know people will say our sport's aim is to knock people out. But when you break it down, any time a UFC fighter is concussed he gets sidelined ... in the NRL they can still play the next week."

The argument also has support medically. Dr Lou Lewis — the Sydneysider with 35 years experience at boxing and MMA events — labelled recent criticism of the UFC "a complete overreaction".

"What Kyle says, it's absolutely correct,'' the doyen of Australian ringside physicians concurs. "You have to remember that not every punch in combat sports causes concussion.

"But if it does, in boxing you're sidelined 28 days. That's been mandatory since 1986.

"And unlike rugby league, we don't measure concussions — you can't have a 'minor' one and be back next week. If you're concussed, that's it.

"I actually put it to league bosses, tongue-in-cheek a few years ago now, that they should follow our rules. They said if they started banning concussed players there would be nobody left to play."

Bryan Fletcher recounts the day Peter Jorgensen, played by Gorden Tallis, hit Gus Gould, played by Matty Johns, in the head with a football on his first day of training with the Roosters.

A promising back-rower who represented NSW Country in his teens, Noke eventually switched to MMA and now lives in America, training out of the famed Greg Jackson's gym in New Mexico.

"Playing bush footy, I've seen first hand the way guys play on after concussion,'' continues the fighter who also worked as a bodyguard for the late Steve Irwin.

"My brother, he played league, and kept coming back after being heavily concussed a number of times.

"So while I'm glad things are changing, it surprises me that so many people still want to bag MMA. I understand that, because of the light gloves, there are a lot of cuts and the blood isn't for everyone.

"But in terms of the serious issues like concussion, we don't even have the standing eight count like boxing."

One of the highest profile UFC fighters in Australia, Noke will headline The Ultimate Fighter: Nations card in Quebec Canada this month.

The event is the finale of a reality TV series that has pitted the best young fighters from Australia, who Noke coaches, against a Canadian outfit.

Apart from deciding which of the combatants will receive a UFC contract, the TUF: Nations card also pits Noke against Canadian coach and fellow UFC welterweight Patrick Cote.

McLean between rock and a hard place

GEN Y footballers aren't known for their wilful avoidance of screens.

Away from the paddock, their lives are defined by iPhones, Tablets and X-Box games played on mammoth LCD units.

At 22 years of age and with his NRL career just starting to take shape, Jordan McLean might well be perfect pin-up boy for his peer group. But not on Wednesday night.

For over three hours McLean looked anywhere but the two metre screen inside the NRL judiciary. For all the excruciating stills and slow-mos that were shown, McLean kept his focus elsewhere. Not one of the dozens upon dozens of replays of the sickening tackle on Alex McKinnon reached his gaze, which was affixed firmly to the wooden table in front of him.

Without uttering a word in his own defence, McLean held the same line of sight when his guilt was announced at 7:21pm.

Pandora's box had just flown open, but his outward emotions remained shut.

In determining McLean's guilt, the three-man panel were not permitted to take McKinnon's horrific injury into account. In determining his sentence, they could.

McLean's counsel Nick Ghabar labelled the panel's task of formulating the tragic outcome into a sentence as "the elephant in the room".

NRL counsel Peter kite declared the job ahead of them "unprecedented", given McKinnon's final condition might remain unknown for several years.

Even chairman Paul Conlon - a seasoned District Court judge - expressed his sympathy for Mal Cochrane, Chris McKenna and Bob Lindner.

"It's not an easy task and there's probably not many people in the room who would want to swap positions with you," Conlon said.

The hearing room was packed with media to a level not seen since the construction of the new League Central building in February 2012.

Even Melbourne Storm's Sydney-based ball boy, David Bloom, waited outside until well past dark with his father to give a sullen McLean his best wishes.

And Conlon was right. None would have volunteered to carry the burden that weighed upon Wednesday night's panel.

Kite appealed for a sentence of up to 11 matches. He broke the suspension down to a grade three offence, which equated to a five-week ban.

Taking into account that broken jaws had previously been equated to a one-grade loading, Kite felt McKinnon's lifelong trauma deserved at least three times that much.

Sports lawyer Saul Fridman goes through the legal issues surrounding Jordan McLeans seven match ban and how he believes the judiciary came to its decision.

With grades leaping in two-week increments for dangerous throw offences, that would have spelled six additional weeks for the injury alone.

"This level of injury requires something more," Kite told the panel.

"How much more is a matter for your judgment."

Ghabar pleaded with them to exercise that judgment with "extreme caution".

In the first half of proceedings he'd argued that McLean should be acquitted because his initial leg-lift was not a "significant contributing factor" to McKinnon being placed in a dangerous position. That was rejected.

Now Ghabar needed convince the panel McKinnon's "tuck and roll" just before landing was a significant and direct cause of injury.

The more significant McKinnon's own contribution, the lesser the sentence for McLean, because, as many former players had observed over the previous nine days, this was "a terrible, terrible accident". Although McLean had lifted McKinnon into a dangerous position, Ghabar argued there would have been no injury had McKinnon not rolled his head forward.

"You don't need to speculate and punish the outcome," Ghabar said.

"What we want here is consistency and a punishment that fits the crime."

Ghabar felt that punishment should be a single week, particularly after reviewing previous grade one offences that resulted in ball-carriers being up-ended at right angles to the turf.

He felt that if McLean's leg lift was found to have caused the injury, then its role was minimal. In that case, an extra grade - or two more weeks on the sideline - would suffice.

After thirty minutes of deliberation the verdict landed well toward Kite's end of the spectrum - 725 points or seven matches. McLean's eyes stayed beneath him, even as those of his suited Melbourne club mates shot skyward in exasperation.

Even Conlon tried to offer some consolation after the verdict was delivered, mumbling: "It's a very difficult situation and I've got no doubt the panel has a lot of sympathy for you."

Sympathy, most likely. Clarification, not coming any time soon.

The NRL refused to disclose what loading McKinnon's injury carried in the seven-match suspension, which equates to a Grade Four dangerous throw.

It could have been any one of four permutations: a grade one tackle with a three grade loading for the injury, a grade two tackle, with a two grade loading, a grade three tackle with a grade one loading, or, most unlikely of all, a straight grade four with no loading.

Confused? Spare a thought for McLean.

He could already not bear watching the tackle on a screen.

Now he's condemned to be reminded of it for another seven weeks.

Do animals sense Yellowstone blast?

DO they know something we don't? Reports of animals fleeing Yellowstone has sparked concerns that park's supervolcano may be set to blow.

Yellowstone National Park was hit by a 4.8-magnitude earthquake on March 30, prompting fears it could trigger a cataclysmic eruption that would cover North America in ash.

The quake was the largest in the park since 1980, and part of a series of foreshocks and aftershocks that rattled the famous park.

Bloggers and survivalists have posted videos online they say show the park's bison "running for their lives", reports The Epoch Times.

Yellowstone National Park sits atop the Yellowstone Caldera, the crater of a massive supervolcano. The park attracts millions of visitors each year to its famous geysers and hot springs, powered by the hot lava below.

In recent years, scientists discovered the caldera is 48 kilometres wide — far larger than previously thought.

Worried blogger Jay Lee posted video of a herd of bison he says were "running for their lives" down a Yellowstone road, and warns humans should take notice.

While conceding the animals could be running from hunters or other reasons, he says: "But I'll tell you this, whatever the case may be, that their running away from Yellowstone is an alert of some sort."

Ohio survivalist Tom Lupshu said the bison count for Yellowstone is down 25 per cent this northern winter, suggesting animals may be leaving the park because they sense an impending catastrophic volcanic eruption triggered by recent earthquakes.

"They detect something vast and deadly," says Mr Lupshu of the wildlife on YouTube.

"The Yellowstone Super volcano is the only thing there that would fit the bill," he says.

The Yellowstone super volcano has had three cataclysmic eruptions — 2 million, 1.3 million and 640,000 years ago, creating a series of 'nesting' calderas, say scientists.

The eruption 2 million years ago was the most catastrophic, covering half of North America with ash and wiping out prehistoric animals, reports the Yellowstone Volcano Observatory.

While scientists predict it will erupt again, they say it won't happen anytime soon, reports EarthSky.

"Yellowstone is one of the biggest super volcanoes in the world," said University of Oregon geologist Ilya Bindeman.

The inevitable next 'big one' will wipe out the surroundings for hundreds of kilometres, covering the US and Canada in ash, he told EarthSky. It would devastate agriculture and cause global cooling for a decade, he says.

A volcanic eruption of that size "hasn't happened in modern civilisation," he said.

However, the US Geological Survey downplayed risk of Yellowstone Caldera erupting, saying the park gets thousands of earthquakes every year, and that helium emissions do not indicate an impending eruption.

McCann cops seek sex attacker

BRITISH detectives investigating the disappearance of Madeleine McCann are looking for a lone intruder who sexually abused five girls during break-ins at holiday homes.

The tanned, dark-haired man is suspected of breaking in to 12 properties where British families were staying in the Algarve, Portugal, between 2004 and 2010.

In four of the incidents, a total of five girls aged between seven and 10 were sexually assaulted. These attacks happened between 2004 and 2006, before Madeleine vanished in 2007.

Detective Chief Inspector Andy Redwood said tracing the man, who has "a vile interest in young, white, female children", is "a primary concern".

Madeleine's parents, Kate and Gerry McCann, were fully briefed on the latest developments in the investigation before they were made public on Wednesday.

"I'm sure the public will understand that the significant features of this offending - a man with a vile interest in young, white, female children, who he is attacking in their beds while they are on holiday with their families - has got a very close resonance to some of the features of Madeleine's disappearance," Mr Redwood said.

"We really need to identify the offender, to bring to a close the trauma and the tragedy that these families have suffered and then seek to establish whether this is connected to Madeleine's disappearance."

The potentially linked break-ins had previously been discounted by Portuguese investigators because they were spread over a wide geographical area and there were no apparent attempts at abduction.

Four of the burglaries were in Carvoeiro, six in the Vale da Parra, Praia da Gale district, and two in Praia da Luz.

Nine of the 12 incidents were reported to Portuguese police at the time they happened, but British investigators only became aware of three of those when the victims came forward in response to televised appeals last year.

Russian forces seize second base

President Vladimir Putin has signed a treaty claiming the Black Sea region of Crimea as Russian territory.

RUSSIAN forces have seized control of a second Ukrainian navy base in western Crimea, hours after capturing the main navy headquarters in Sevastopol.

Some 50 Ukrainian servicemen were seen filing out of the base at Novoozerne as Russian soldiers stood by, while pro-Moscow militants raised the Russian flag over the base.

The move comes after masked Russian-speaking troops earlier seized control of Ukrainian naval headquarters in Crimea after it was stormed by militiamen.

Pro-Moscow Crimean authorities also detained the Ukrainian navy commander and reportedly blocked the defence minister and another government official from traveling to the peninsula to try to defuse tensions.

Ukraine's military, which is heavily outnumbered in Crimea, has come under increased pressure since the region was nominally incorporated into Russia on Tuesday.

The several hundred militiamen who captured the base in Sevastopol met no resistance. Sevastopol is also the home port of Russia's Black Sea Fleet, and tens of thousands of Russian-led troops are now patrolling Crimea.

It came a day after a confrontation between Ukrainian soldiers and pro-Russian militia left two dead.

The Russian-speaking troops, who arrived on the base after the storming, wore helmets, flak jackets and uniforms with no identifying insignia.

By afternoon, they were in full control of the naval headquarters, a set of three-story boxy white concrete buildings with blue trim.

It was not immediately clear how many, if any, Ukrainian servicemen remained on the base.

Ukraine's Defence Ministry said no one was injured in the raid, which it said was led by pro-Russian militiamen and Cossacks.

ENGRAGED UKRAINE OUT OF OPTIONS

The ministry said in its statement that Rear Adm. Sergei Haiduk was detained by unknown people after the storming of the fleet headquarters.

The Russian state ITAR-Tass news agency reported that he was being questioned by Crimean prosecutors.

Ukraine's defence minister and deputy prime minister had planned to travel to Crimea today in a bid to avert an escalation in hostilities.

The prime minister in Crimea warned after the announcement of their departure that they would be turned back, however.

"They are not welcome in Crimea,'' Sergei Aksyonov was quoted as saying by the Interfax news agency.

"They will not be allowed to enter Crimea. They will be sent back.''

Interfax later cited Welfare Minister Lyudmila Denisova as saying the officials had been denied entry to Crimea. She said an emergency session of the National Security and Defense Council will held in response.

At the Ukrainian navy headquarters, an Associated Press photographer said the militiamen took down the gate and made their way onto the base.

They then raised the Russian flag on the square by the headquarters.

The unarmed militiamen waited for an hour on the square and, following the arrival of the commander of the Russian Black Sea Fleet, they took over the building.

The AP photographer was able to enter the headquarters and saw the militia roaming around while the Ukrainian servicemen were packing up and leaving.

On Tuesday, Russian President Vladimir Putin signed a treaty to incorporate Crimea into Russia following a referendum Sunday in which residents of the region overwhelmingly backed the move.

Jubilant crowds in Moscow and other cities across Russia hailed the annexation, while Ukraine's new government called Putin a threat to the "civilised world and international security,'' and the US and the European Union threatened tougher sanctions against Moscow.

On Monday, Washington and Brussels targeted Russian and Crimean officials with visa bans and asset freezes.

A POLICE ballistics expert has offered key testimony in the trial of South African athlete Oscar Pistorius as the court sought to establish whether he shot his girlfriend intentionally.

After the testimony the court adjourned uuntil Monday as prosecutors asked for extra time to consult with their final witnesses before closing their case against the Paralympian.

Reeva Steenkamp was first hit in the hip and was in a defensive position in the toilet of Pistorius's flat when the South African Paralympic star's last shot hit her head in the early hours of Valentine's Day 2013, Chris Mangena testified.

"The best probable explanation is the deceased was initially upright behind the closed door; she sustained a penetrating wound in the right side of the hip,'' Mangena said.

The 29-year-old model and law graduate then fell onto a magazine rack where another bullet hit her right elbow, he said.

The last bullet hit her head, clipping her raised left hand, Mangena said.

"The deceased was seated in a defensive position,'' he said.

"The arm was lifted up, and was in front of her chest.''

"You've both hands forward, with the left and right hand crossing the head?'' asked prosecutor Gerrie Nel, mimicking the position with his own arms.

"That is correct,'' his witness answered.

The sequence of shots speaks to whether Steenkamp could have screamed during the shooting.

Witnesses have testified to a woman's terrified screams, but the defence says she was hit first in the head and therefore could not have screamed.

Mangena also testified Pistorius could have been as close as 60 centimetres to the toilet door, or as far away as 220 centimetres, when he fired.

The distance from the door could shed light on whether Pistorius fired in a panic or approached the cubicle in a calculated plan to hit his target.

The ballistics report will be key in the state's case of premeditated murder against Pistorius.

The sprinter says Steenkamp's death was a terrible accident, and that he shot her through the locked toilet door after he mistook her for an intruder when she went to the toilet.

Pistorius, 27, sat with his head in his hands, while Steenkamp's mother and relatives in the public gallery lowered their heads when graphic images of the blood-splattered bathroom were shown.
